The resolution called upon Parties to take a variety of actions to help save the world's remaining tigers from extinction. The report examines the response to the resolution from 29 select countries and territories, for which information was available. The response to the resolution was found to be incomplete, with few countries honouring their commitment to the actions agreed.

The report analyses several existing international fisheries regimes, and identifies gaps in the conservation of sharks. Gaps are of two general types - geographical and functional gaps. A comparison of the range of key species of sharks with the jurisdiction of existing fisheries management regimes reveals large gaps in some areas.
